[Proposal?] Allow RGB Underglow to turn off when host is idle/asleep (#2104)

* Add RGB Underglow Sleeping

* Add RGBLIGHT_SLEEP to toggle/control RGB light behavior

* Update rgb docs

* Update for RGB disable command
